Constitutional Council Partially Upholds Challenge to General Amnesty Law

Lebanon’s Constitutional Council issued its final ruling on a constitutional challenge to the General Amnesty Law, unanimously deciding to partially uphold the appeal while rejecting its remaining provisions.

Rather than annul the legislation in its entirety, the Council opted to preserve the law subject to a series of binding interpretative reservations that substantially restrict the scope of crimes eligible for amnesty.

The ruling also annulled certain provisions explicitly deemed unconstitutional.

The decision effectively maintains the legislation while imposing constitutional safeguards and limitations on its application.
